Armed Groups and African Governments: Ways to Achieve Peace in the Face of Conflict

New initiatives involving African governments and armed groups have been welcomed by the UN, indicating cautious progress in two of the continent’s most vulnerable conflict zones.

Two armed groups in the Central African Republic (CAR) have re-joined the 2019 Political Agreement on Peace and Reconciliation, according to Deputy Spokesperson Farhan Haq, who made the announcement Wednesday at UN Headquarters. After earlier withdrawing from the agreement, the organizations—Return, Reclamation and Rehabilitation (3R) and Unité pour la Paix en Centrafrique (UPC)—are now recommitting to its conditions.

UN authorities reaffirmed that the political accord remains the only viable route to achieving enduring peace in the nation, while Valentine Rugwabiza, the Secretary-General’s Special Representative for the CAR, commended the action. MINUSCA, the UN peacekeeping force, continues to closely monitor the situation.

A major humanitarian effort has been launched by the UN peacekeeping mission MONUSCO in the Democratic Republic of the Congo (DRC) to move several hundred members of the national police, unarmed Congolese Armed Forces, and their dependents from MONUSCO facilities in Goma to Kinshasa, the country’s capital. The action was taken after the M23 rebel group forced these people to seek safety at UN outposts after seizing control of Goma in late January.
