Meta and Nigeria Reach a $32.8 Million Data Privacy Settlement

For alleged infractions of the Nigeria Data Protection Act, the Nigerian Data Protection Commission (NDPC) levied the penalties in February 2025. Meta was charged with processing non-users’ personal information, sending user data overseas without authorization, failing to submit required compliance audits, and using Nigerian users’ data for behavioral advertising without their express agreement.

Following months of legal battles, the settlement is anticipated to be finalized by the end of October 2025. Meta first contested the penalty and the procedure, but eventually reached an out-of-court settlement, indicating that it was prepared to abide by Nigeria’s increasing regulatory requirements. This case demonstrates Nigeria’s boldness in policing multinational IT firms and may provide a significant precedent for the protection of data privacy in African markets.

Meta has been ordered by the NDPC to update its privacy rules, carry out localized data protection evaluations, and obtain users’ express authorization before displaying customized advertisements. The result could influence how global internet firms manage user data and adhere to new data protection regulations in Africa.
