First Direct Negotiations Between Russia and Ukraine Fail to Produce a Ceasefire Agreement

Despite terms that a Ukrainian source called “non-starters,” Kyiv and Moscow were unable to reach an agreement on a ceasefire to end the more than three-year conflict with Russia. In Istanbul, the discussions lasted less than two hours. Russia said it was happy with the meeting and was prepared to maintain relations.

Vladimir Medinsky, the leader of Russia’s low-level delegation, stated, “We agreed that each side will present its vision of a possible future ceasefire and write it down in detail.” We think it is reasonable to continue our conversations after these visions are given, and this has also been agreed upon. Following the conclusion of the negotiations, Ukraine’s president, Volodymyr Zelensky, called his Western partners to mobilise support for more forceful measures.

We’ve decided to trade 1,000 people (each). Rustem Umerov, the Ukrainian delegation’s defence minister, stated, “We’re working on other modalities and our colleagues are in contact and we’ll exchange all the documents. He reaffirmed Ukraine’s desire for peace and stated that a meeting between Zelensky and his Russian counterpart, Vladimir Putin, should be the next step.
