Amid a Decline in Aid, WHO Provides Critical Financial Guidance
WHO has issued new guidance to help countries manage the immediate and long-term challenges caused by sharp reductions in external health funding. The guidance, titled “Responding to the health financing emergency: immediate measures and longer-term shifts,” outlines a range of policy strategies to help nations cope with financial shocks and strengthen sustainable funding for their health systems.
According to WHO, external assistance for health is expected to drop by 30–40 percent in 2025 compared to 2023. This steep decline has already caused significant disruptions in essential health services, especially in low- and middle-income countries (LMICs).
Survey data from 108 LMICs collected by WHO in March 2025 reveal that these funding cuts have severely impacted key services such as maternal and child care, immunization programs, emergency preparedness, and disease surveillance—some by as much as 70 percent. Over 50 countries also reported staff layoffs in the health sector and interruptions in training programs for health workers.
