The M23 Advance and SADC’s Disengagement Intensify the DRC issue, According to One Analyst

Christian Moleka, a Congolese analyst, cautions that the already precarious and mineral-rich eastern Democratic Republic of the Congo is becoming more unstable. Moleka adds that the Congolese issue is complicated because it requires a delicate balancing act in which both Kinshasa and Kigali are granted points. However, Kinshasa is not in favor of this strategy. Rwanda continues to receive minor concessions that help to balance the situation, even as Kinshasa has been subjected to pressure and sanctions. However, this tactic won’t address the problem at its core; At the same time, it can temporarily ease tensions; the international community must ultimately identify the aggressor and the victim,” political expert Christian Moleka stated.
Kinshasa had planned to militarily weaken the M23, as it did in 2013; hence, the SADC’s withdrawal from the DRC is viewed as a strategic failure. But because the Congolese military is underfunded, the M23 was able to enlist dozens of troops who had escaped the front lines during its seizure of Goma and Bukavu.
Significant reforms are needed in the security apparatus,” Moleka states. “The president’s ability to manoeuvre and use political levers to promote unity, lessen internal tensions, and implement required reforms—particularly in military leadership will determine whether or not internal cohesion can be restored. There are still options, but a lot depends on what important players decide,” political expert Christian Moleka said.
