The Top Sudanese paramilitary Leader is Sanctioned by the EU for Crimes in Darfur

The European Union has imposed sanctions on Abdel-Rahim Hamdan Dagalo, a senior leader of Sudan’s paramilitary Rapid Support Forces (RSF), over what it described as “grave and ongoing atrocities” committed during the country’s two-year civil conflict. The sanctions come just weeks after RSF fighters captured the Sudanese army’s last stronghold in the western Darfur region.

The decision, announced Thursday, mirrors earlier EU measures against the RSF itself and follows similar U.S. sanctions placed on Dagalo in September 2023. He is the deputy commander of the RSF and the brother of its leader, Mohamed Hamdan Dagalo, widely known as Hemedti.

According to the EU’s Foreign Affairs Council, the sanctions target Dagalo for violations reportedly committed by his forces, particularly during the recent seizure of El-Fasher, a strategic city in Darfur. In a statement, the council said, “The European Union condemns in the strongest terms the grave and ongoing atrocities perpetrated by the Rapid Support Forces in Sudan, including following the seizure of the city of El-Fasher.
